Housing General Information

The housing market in Herrin is varied and diverse. The Herrin community boasts approximately 3200 residences, ranging in age from historic turn-of-the-century dwellings, to newly constructed homes featuring excellent craftsmanship. There are older remodeled bungalows in comfortable, established neighborhoods and moderately-sized subdivisions on the perimeter of town and in rural areas.

The housing selection in Herrin can accommodate a variety of budgets and lifestyles. While prices begin in the $30,000 range, the AVERAGE housing price in Herrin is approximately $70,000 and there are numerous homes in newly-developed subdivisions whose size, quality and design merit sale prices up to $250,000. The past three years Realtor's reports demonstrates an average of approximately 100 new or existing homes on the market year-round.

A variety of home styles include bungalows, two stories, tri-levels, bi-levels, ranch, traditional, contemporary, country and Cape Cod. Square footage on these homes range from 1,000 square feet to over 5,000 square feet. Frame construction is the norm with some limited use of brick.

Housing exteriors range from regular wood on older homes to aluminum, steel or vinyl siding which is popular. Rustic cedar, stucco and brick veneer are also common.

Although crawl spaces are the typical foundation type, there are some basements available. Heating systems range from heat pumps to gas and electric forced air, gas and electric hot water, and electric baseboard. Even though the climate is somewhat mild, fireplaces, wood bumers, thermopane and storm windows are common in homes of all ages. Air conditioning makes the hot and humid summers more enjoyable and many homes feature screened and covered porches and patios, as well as in-ground pools and extensive decking to allow for enjoyment of the moderate climate.

7% Tax
Herrin property owners enjoy reasonable real estate taxes. The 2001 tax rate was approximately 7%. A number of local financial institutions provide many financing alternatives for buyers wishing to make their home in Herrin.

Rentals Abundant
Rental property is also abundant in Herrin. Several new duplex units and other multifamily units have recently been built to add to the already existing apartment units in town.

How Subdivisions are Approved
Before developers can break ground, their plans for subdivision must go through a city approval process. Here is a quick look at Herrin's process.

  1. Concept meeting between the developer and building inspector for a preliminary check for compliance with or variance in the city zoning code.
  2. Planning commission meeting for plan approval or justification for a different zoning classification. If rezoning is required, the planning commission shall conduct a public hearing to obtain comments from residents. The commission will forward a recommendation for action to the city council.
  3. City council meeting for what is called preliminary plan approval with a more detailed engineering proposal.
  4. City council meeting for financial plan approval with complete engineering details and final changes. Ordinance will be approved if rezoning or annexations are required.
  5. Building permit is issued.
  6. Periodic spot checks by building inspector.
  7. Occupancy permit is issued.
